
David Gall
Chief Executive Officer
David Gall is the Chief Executive Officer of the National Reconstruction Fund Corporation (NRFC), leading the organisation’s strategic investments to strengthen Australia’s industrial capabilities and drive long-term economic growth.
David brings over 35 years of experience in banking, investment strategy, and risk management. Prior to joining NRFC, he held executive leadership roles at National Australia Bank (NAB), including Group Executive for Corporate & Institutional Banking and Group Chief Risk Officer. In these roles, he led large-scale customer businesses, investment initiatives, complex risk frameworks, and strategic partnerships that supported business growth and economic development across key sectors.
David holds a Bachelor of Science from the University of Melbourne, a Bachelor of Business from Monash University, and an Executive MBA from the Australian Graduate School of Management. David is a Senior Fellow of the Financial Services Institute of Australasia (FINSIA).

Sheree Harrison
Chief Legal Officer and Company Secretary
Sheree Harrison is the NRFC's Chief Legal Officer and Company Secretary, providing legal and corporate governance support to the Board and Executive with respect to NRFC’s investments, corporate legal matters, governance, and reporting.
With a legal career spanning over 20 years, Sheree is an experienced legal advisor within the financial services industry. Prior to joining the NRFC, Sheree was a Director at the Clean Energy Finance Corporation, where she worked across a broad range of complex financing, equity, and capital markets transactions, including investments in infrastructure and utility-scale energy projects.
Sheree began her career as a Federal Agent in the AFP performing a number of specialist positions including as legal advisor for the agency’s anti-money laundering and counter-terrorism operations. Leveraging her strong negotiation and risk management skills, Sheree transitioned into private practice where she held multiple senior positions as a corporate and banking and finance lawyer.
Sheree completed her legal studies at the University of Melbourne and has a Master of Laws in International Finance. She is admitted to practice in Australia and is a Graduate Member of the Australian Institute of Company Directors.

Rebecca Manen
Chief Operating Officer
Rebecca Manen is the NRFC’s Chief Operating Officer. Rebecca was the acting CEO of the NRFC from October 2023 to February 2024 and then again from June 2024 to January 2025.
She joined the NRFC from the Department of Industry, Science and Resources (DISR), where she led the team that established the NRFC, including its legislative framework and governance foundations.
Rebecca has over 20 years public sector experience here and overseas. She has expertise in public policy, regulation, and parliamentary oversight and performance audit. Rebecca has a strong track record in delivering complex and cross-cutting national reform and shaping policy outcomes.
She has spent the last 10 years working in industry and manufacturing policy. She holds a Masters in Public Policy from the Australian National University.

Dr Mary Manning
Chief Investment Officer
Dr Mary Manning is the NRFC’s inaugural Chief Investment Officer. Mary joined the NRFC in July 2024 after more than 25 years’ experience in finance, economics, and investment in Australia and overseas, including in New York, London, and Singapore.
She was previously a Portfolio Manager at Ellerston Capital and Aphinity Investment Management, and also held senior investment positions at Oaktree Capital and Soros Funds Management.
Dr Manning has an MBA from Harvard Business School, a PhD in Economics from the University of Sydney, and has completed additional courses at Harvard’s Kennedy School of Government and the Cambridge Institute for Sustainable Leadership.

Nicholas Mant
Chief Risk Officer
Nicholas Mant was appointed Chief Risk Officer of the NRFC in July 2025. He is responsible for the investment and operational risk and compliance activities of the NRFC.
Nicholas is a development finance specialist with over 20 years of experience across investment banking, private equity, risk management, and portfolio management gained domestically and throughout Europe and the Asia-Pacific.
Prior to joining the NRFC, he was Chief Investment Risk Officer and Chief Sustainability Officer at the Northern Australian Infrastructure Facility. He has also previously held senior risk and investment roles at the EBRD, AIIB, UBS, and ANZ.
Nicholas holds a Bachelor of Arts/Commerce with Honours from the University of Melbourne and a Master of Arts from SOAS, University of London. Nicholas is a CFA® Charterholder and a Graduate Member of the Australian Institute of Company Directors.

Veronica Williams
Chief Financial Officer
Veronica Williams is an experienced CFO with deep financial and accounting expertise across a variety of Commonwealth government departments and agencies.
Prior to joining the NRFC, Veronica was the Director of the Financial Accounting Unit at Commonwealth Treasury. Other roles include CFO and Chief Corporate Officer at the Infrastructure and Project Financing Agency and Deputy CFO of the National Blood Authority.
Veronica holds a bachelor’s degree in accounting from the Capital University of Economics and Business in Beijing and a Master of Accounting from Macquarie University in Sydney.
She is a Certified Practicing Accountant and a Fellow of CPA Australia (FCPA). She is also a board member of the National Foundation for Australian Women and Sexual Health and Family Planning ACT.
